It does require legislation, but since Trump blocked pay raises for civilian federal employees, what do you think the chances are that he'll veto that legislation?

The Federal Employee Union is suing, so that may well have added pressure.

requiring payment has to pass in order to assure that certain People are paid. Last time some TSA and other DHS employees were not made whole.

Contractors are up the Creek without a paddle the way it looks. So much for Privatizing Government eh.
