but it has been utterly toothless. Not sure it makes sense to propagate it given it's failure.

The massive deficit is a product manufactured by Republicans, for Republican donors, at everyone else's expense.
'Pay-go' is a Republican tool to attempt to force downsizing government until it is small enough "to drown in a bathtub".
Damn the Republicans; fix the damage.
