A question about the "Shutdown"?

Does the government automatically open when the new Congress comes in on January 3rd?

For what reason would it continue to be "shut down"?

If The trump continues to want the government shutdown, would the new Congress simply send the Senate bill back to the Senate for a re-vote and then send to The trump for his signature?

If he vetoed the bill, would the Senate have the stones to over-ride his veto?

If Paul Ryan had simply sent the Senate bill to the floor, it would have passed with almost all the Democrats voting for it, as well as almost 200 Republicans. But, he chose to try to pass something with Trump's request for a $5 billion dollar wall. Has there been a worse leader in the House?

Before the 116th Congress convenes on January 3, the previous Congress (the 115th) will adjourn "sine die". When that happens, all legislation introduced in the 115th Congress expires.

So on January 3, there will be Senate bill or House bill. It will start from scratch time. Presumably, the Democratic majority in the House will pass a funding bill and send it to the Senate. Then the pressure will be on the Republicans to pass it (and risk a Trump veto) in order to end the shutdown.

The Government does not restart automatically with the new Congress. There currently is no funding for a portion of the government, hence the shutdown. If nothing happens this week, the portion of the government that is shut down will remain shutdown until funding is passed (and signed by the president), either by the current Congress or the one that starts January 3rd.

The Senate bill does not have funding for his stupid wall. The House passed a bill that included funding. If those two bills are not reconciled, there is nothing for tRump to sign or veto. The odds are highly likely that the current congress will punt and leave the mess for the next congress.
