Congress could approve accepting the donation to DHS, but you are correct that (absent an act of Congress), the money goes into the general fund - not one to build the wall.

If that doesnt' happen, theoretically gofundme will have to refund it, becuase its guidelines prohibit it being used for anything other than the identified purpose.
