Am I missing something?

I have seen more than one news source say that since the Senate passed the prison reform legislation, that this is a "signature policy victory for Trump."

I don't remember him campaigning on this issue. Nor do I remember hearing him say much about it since he got "elected". Am I missing something here?

Or is this good for Trump since he may be in prison himself very soon?
