"Trust but verify" ?

What did Ronald Reagan mean by that quote? How does it relate to Mitt Romney asking people to "trust him"? Should they follow the principles of Ronald Reagan or should they trust him blindly just because he is a Republican? If he cheats on his taxes, can he be trusted?

Here is a man who dodged the draft, evades taxes, won't release his returns, outsources jobs, destroys hard drives, flip-flops every single day, transports his dog via roof rack, AND is a known pathological liar.
