The proposal, included in a not-yet-finalized draft regulation, would charge applicants, if they are already residing in the US, $50 to apply for asylum. Currently, there is no fee to enter an affirmative asylum application. The fee would not apply to those who claim a fear of persecution at ports of entry or those who apply for the protections while in deportation proceedings. There would be no waiver of the fee for those who cannot afford to pay the $50.

Fifty years ago, there were still "literacy tests" in parts of the South that white voting places tried to use to prevent black people from voting. The standard story was that when a white person came to vote, he was shown the headline of the local newspaper and told to read it, and then was allowed to vote. When a black person came to vote, he was shown a Chinese newspaper, and asked what it said. "Sure, I can read that," said the next black man that showed up to vote. Incredulous, the people at the voting booth said, "You can read THAT? What does it say?" The black man replied, "It says, 'here is one black dude that won't be allowed to vote this year.'"
