GHWB Dec 5 National Day of Mourning

Sorry if this has been asked before, but since Individual 1 declared Dec 5 a National Day of Mourning, anyone know what that entails? Post office, financial markets, etc? Just curious how much we'll be inconvenienced for the festivities...
