This idiotic headline at The Hill
Putin pays tribute to George H.W. Bush: He was a genuine partner

suggests it was Putin who called GHWB a "genuine partner" - words that the Bush family would NOT want to hear from Putin.
But if you read the article, you see it's Gorbachev's statement instead, and a fitting one given Bush's role in ending the Cold War:

I pay tribute to George Bushs contribution toward this historic achievement. He was a genuine partner.
Judging by the comments posted on that site, most people didn't read past the headline, didn't realize it was mistaken.

Okay, probably not, but it would be interesting if a KGB guy called a CIA guy a "genuine partner."
