I'm thinking Mueller is worried about the senate. (as far as impeachment)

as far as the Senate goes. I am sure he is glad that the House is Dem but not happy with the SCOTUS with Kavanaugh or the new "ACTING" AG Whitaker. He is smart and knows the workings of DC better than the fake prez ever could so he will be making good decisions knowing what support he has and hasn't.

prosecute or refer for further investigation and prosecution where appropriate.

Impeachment is a political matter, and his role is not to shepherd a case through impeachment and removal. That is for others to do.

Mueller is a patriotic guy, he's a rule of law guy, he's a DOJ/FBI institution guy. He's going to stay in his lane and do his job as thoroughly and competently as he can. He can't control whether or not other people do their jobs properly, but he can control his own job performance.
