As they prepare to welcome two newly-elected Muslim women into the 116th Congress, Democrats have proposed a clarification to a 181-year-old rule banning representatives from wearing hats on the House floor.
If approved, the new rules would allow lawmakers to wear religious headwear, like hijabs and kippahs, once Democrats take control of the chamber in January.
Representative-elect Ilhan Omar, one of the first two Muslim women to serve in Congress, wears a headscarf. She was born in Somalia and came to the United States as a refugee.

The proposed rule was co-authored by current House Minority Leader Nancy Pelosi, ranking Democrat on the Rules Committee Rep. Jim McGovern and Omar. It comes as part of the Democrats new House rules proposal package. The drafted changes promise to ensure religious expression, by clarify[ing] in the rules that religious headwear is permitted to be worn in the House chamber.

(24,338 posts)The origins of congress wearing hats indoors dated to the British Parliament, which started wearing hats to show their independence as a body from the king.
The dispute came as one side wanted hats removed because people removed their hats when they came indoors and hats were usually removed indoors when business was being conducted. The side that wanted hats argued that their heritage came from Parliament -- which was mocked as the U.S. had no monarchy, while some argued there was no place to put their hats (the cloak room did not exist at the time).
It was a fairly heated dispute for years. The House finally purchased desks that had shelves for papers and documents and a shelf for members to store their hats

Personally I would prefer NO religious symbols. AT. ALL.
But we atheists try to make allowances for personal expressions, no matter how misguided.
No kippahs. No hijabs. No top hats or cowboy hats. No Carmen Miranda fruit bowls. No Indian headdresses.
Toupes and wigs are in a different category. But like tables and chairs, if you try hard you can blur what's usually a pretty obvious difference.

(146,331 posts)She chooses to adopt a head covering because of her religious beliefs. She was elected by tho voters in Minnesota, and will be a member of the House. A stupid patriarchal rule will be changed because of her. It is a far more important thing than you realize.
