Amnesty requires a filing in the following year. He is holding back parts of the one year he claims he released, and this is the logical reason he'd do that.

somebody 'ask him'. Then listen and watch him very closely. Does he have that grin on his face that he gets when he lies? Is he squirming? Or maybe he'll just feign indignation and make a flat out statement. What a better way to get him on record and see how he reacts. Maybe we'll just catch him off guard or in a lie.
