Comey didn't mean it as a compliment.
I think the same thing is at play here. Rosenstein said what he needed to say to protect his job. Is that laudable? Meh, depends on how virtuous or necessary you think Rosenstein's planned future actions are. Could also just be really self-serving. We won't know until this is all over, and everyone has written their memoirs.
