I'd assume that the Governor counts would be by hand as well, even though not as close? I know it seems ridiculous to even have to question from a practical standpoint, but hey, it is Florida.

may not.
Vote totals from the machine recounts are due by 3 p.m. The totals are compared with the previous unofficial results. If the result is the same but above 0.25 points, the count is official. If the margin is within 0.25 points, a manual recount is ordered for statewide races. Manual recounts involve canvassing boards counting each rejected vote by hand, determining voter intent. Overvotes and undervotes arent initially counted. An overvote is when a voter fills in more than one circle on the ballot for a given race; an undervote is when a voter leaves a race blank.

get close enough for a hand recount.
