5. Most of this happens when the voter's name isn't in the express poll machine.

You scan their ID and their name is supposed to come up. You stick the voting card into the express poll machine and that records that the voter can now use the Diebold machine. I think that Kemp purged a lot of names from the Express poll machines causing these folks to have to use provisional ballots. He used mismatches or failure to vote recently as his rationale. I managed a red precinct in DeKalb, and we only had 1 voter who had that problem out of about 700.
