It means he thinks he has disenfranchised enough Democratic votes to make it impossible for Stacy to make up the difference.
Of course, Republicans have been known to miscalculate in the past, and it is possible he resigned so as not to be liable for involuntary removal from his post for illegal voter fraud while GA SoS.
