Trump. Neither did anything whatsoever besides fall in line like sheep at their master's commands.
Both could have voted to save Obamacare. Both could have voted against Kavanaugh. But neither did those things, nor anything else that could show their independence.

The fact that they didn't distinguish themselves is how you know they hope to have a future in politics. One can't alienate the base and hope to become POTUS.

many more people in his White House getting indicted - Don Jr, Kushner, Sessions, etc - I doubt they would have the guts to challenge Trump.
