Rudys Racist Rants: An NYPD History Lesson
It was one of the biggest riots in New York City history.
As many as 10,000 demonstrators blocked traffic in downtown Manhattan on Sept. 16, 1992. Reporters and innocent bystanders were violently assaulted by the mob as thousands of dollars in private property was destroyed in multiple acts of vandalism. The protesters stormed up the steps of City Hall, occupying the building. They then streamed onto the Brooklyn Bridge, where they blocked traffic in both directions, jumping on the cars of trapped, terrified motorists. Many of the protestors were carrying guns and openly drinking alcohol.
Yet the uniformed police present did little to stop them. Why? Because the rioters were nearly all white, off-duty NYPD officers. They were participating in a Patrolmens Benevolent Association demonstration against Mayor David Dinkins call for a Civilian Complaint Review Board and his creation earlier that year of the Mollen Commission, formed to investigate widespread allegations of misconduct within the NYPD.
In the center of the mayhem, standing on top of a car while cursing Mayor Dinkins through a bullhorn, was mayoral candidate Rudy Giuliani.

I remember when that happened and it was all over their news and discussed on their talk shows. This came on the heels of a racial boil-over in parts of NYC after the Yusef Hawkins killing in Bensonhurst and the accidental death or injury of 2 black children in Crown Heights and other assorted discord. It spawned Spike Lee's film "Do the Right Thing", protest rap groups like Public Enemy, and Sharpton's National Action Network.
You basically saw the deplorables in NYC react to the election of David Dinkins (first black mayor in NYC) the same way you saw them react to the election of the first black President.

The memorandum, which has not been previously disclosed, cited a number of significant points of vulnerability. Those included: the buildings public access, the centers location on the 23rd floor, a 1,200-gallon diesel fuel supply for its generator, a large garage and delivery bays, the buildings history as a terrorist target, and its placement above and adjacent to a Consolidated Edison substation that provided much of the power for Lower Manhattan.
Rudolph W. Giuliani, the mayor then, has acknowledged some police skepticism about the site, but he has described it as resulting from a jurisdictional dispute between police officials and his emergency management director, who had played a role in selecting the site.
The eight-page memo reveals that police officials asked a variety of in-house experts in various disciplines and an outside expert to prepare a detailed analysis of the sites vulnerabilities. The decision to put the command center in the trade center has been a continuing source of discomfort for Mr. Giuliani, whose expertise and preparedness as a leader in a time of crisis has been the chief element in his campaign for the Republican presidential nomination.
The site was completed in the summer of 1999 and was destroyed when the 47-story building at 7 World Trade Center collapsed on Sept. 11 after a fire there burned for much of the day. This groups finding is that the security of the proposed O.E.M. Command Center cannot be reasonably guaranteed, the commander of the intelligence division, Daniel J. Oates, wrote in the July 15, 1998, memo to the police commissioner.
