If the Democrats win 22 seats in the House, is it still a victory for Republicans?

Since Democrats need 23 seats for the majority, if Republicans hold the House by one vote, would you consider that a loss for Democrats?

2. The Democrats need committee control

Anything short of that is a devastating blow to the country. Without some form of checks and balances, we are rapidly descending into banana republic territory. I did not see it in my district, but in some Republican held districts I would have expected a moderate Democrat emphasizing how important it is to hold the Executive branch accountable irrespective if most of policies being enacted might be neutral or even desirable by a certain constituency. How you do something is just as important as what you do.
