If this man is the man who sent the bombs..that is, if he is, he is not smart.

A very low watt bulb..not bright at all. He is very dim. Maybe a 4 watt bulb. I often talk about low watt bulbs, but this one is the lowest of the low. If he is the fellow who sent the bombs, (if) he will have some time to think about it. Quite a bit of time.
