4. The new DNA testing almost guarantees that.

None of the bombs exploded so unless they guy was in a clean room wearing gloves the whole time they'll get his DNA. Then cross-match it against the genealogical databases and he'll be toast. That's assuming they even have to go to that extreme. I'm sure they know where they were mailed from. If the mailing location has cameras, he may be caught much sooner.
