Sounds like someone was in the business of disclosing SARS to people who would publish them.

The person in question works for FinCEN and was disclosing SARS to a reporter.
The information also indicates that what has been disclosed in this press release is only some of what was disclosed.
If you will recall, there was a notable person who was also publishing information from SARs not too long ago.
