9. Actually some can and some do forget which is what makes getting a conviction in such cases

years later after the fact extremely difficult which is why we need better support for the victims to encourage them to come forward as soon as it happens rather than later.
As for Collins I agree with BigmanPigman in that she had already made up her mind to vote yes the day he was nominated.
