Steps the dems need to take in 2020

assuming they win the senate,house and presidency

1) make puerto rico a state
2) make washington dc a state carving out the white house capital and government buildings to sidestep the district clause of the constitution
3) change the judiciary act of 1869 so that there are 13 justices on the court instead of 9. or if trump adds any more for every one he adds add 2 more .

this will result in
a) 4 more reliably democratic senators
b) 3 more reliably democratic electoral votes
c) the nullification of kavenaugh and gorsuch
