Is the mid-term election primarily a referendum on Donald Trump?

Trump, at some of his rallies, makes that point. The mid-terms are about him.

Republicans would rather it be about Kavanaugh or some other issue. They do not in their hearts believe that Trump is a winner at the polls, in my opinion.

Democrats want it to be about healthcare, #metoo movement, and other issues. They prefer it not be only about Donald Trump.

But, the voters in the mid-term elections are voting for or against Donald Trump and should understand exactly what they are voting for?
