I doubt they got a permit for noise, etc.

Of course, when HIV awareness protesters put a giant condom over Jesse Helms' lawn without a permit, all they got was a parking ticket for one truck parked the wrong direction. Was up mainly an hour.

Protesting is regulated by the jurisdiction, not the Federal government, and only to the amount necessary for the city to keep order. Protests done outside of these regulations regularly lead to arrests if the subject isn't popular in your area.
