Parts of east TX got 30" - 50" of rain. I think the buzz has been about the precedent of Harvey with a cutoff system and that possibility happening with Florence.

When a storm gets cut off from any jet current to move it along, the friction from land slows its original forward momentum until it just sits there and spins and drifts around, pulling moisture in from the large body of water that it came from.
