What is it that makes Sen Grassley "tick"? Is he compromised? In someone's pocket? Is he power mad?

Old, ornery, and stubborn?
Something besides a misguided interpretation of regular order has to be driving his stonewalling of the Democrats on the Judiciary Committee.

If he has a smidgen of some ruling being on his side, he will stubbornly hold onto it. He has heard 15 nominees for SCOTUS (Leahy just passed him with 19) and feels he is an authority. He will generally follow procedure, but when he's being ornery, he'll dance around a point just for the fun of it.

I wish he'd quit saying Democrat rather than Democratic. He used to be more considerate than that, but is now old and cranky...AND too damned ornery for his own good.
