I am curious. Since McCain was a military veteran, why have no miltary people or ex military

1. As a Marine Corps veteran...

...generally-speaking, hand salutes are only rendered by uniformed personnel when the person rendering the salute is "covered" (or, in civilian terms, wearing a hat). Because covers (hats) are removed indoors (unless the person is "under arms", usually denoted by the wearing of a duty belt), salutes are much less likely to be rendered while inside a building.

And uniformed Navy & Marines can only salute when "covered" (hat). I think it was Reagan who first saluted in civilian garb.
