https://www.rawstory.com/2018/08/georgia-cops-shock-elderly-woman-taser-using-knife-cut-dandelions/Shes old so she cant get around too well, but, the employee said on the 911 recording. Looks like shes walking around looking for something, like, vegetation to cut down or something. Theres a bag, too.
...
Officers arrived and responded to the situation by holding her at gunpoint, shocking her with a taser and keeping her in jail for hours, the Associated Press reports.
The departments police chief defended officers actions, claiming that given the situation, this was the least aggressive use of force.
Here's an even less aggressive use of force: One cop distracts her from the front by talking to her. Another cop ambushes her from behind, grabbing her wrist and wrestling the knife out of the hand of that frail 87yo woman.
Or how about an even less aggressive use of force: Instead of pointing your guns at the woman, how about pointing at the knife with your fingers and signalling her to put the knife away?

(53,342 posts)Martha Al-Bishara was charged with criminal trespass and obstructing an officer Friday, when police held her at gunpoint before bringing her to the ground with a jolt from the electrified prongs of a stun gun.
Relatives said Al-Bishara doesn't speak English and was merely out cutting dandelions with a kitchen knife near her home in Chatsworth, about 85 miles (136 kilometers) north of Atlanta.

I'm in Georgia, we have a lot of authoritarians here, the bad cops and kangaroo courts expected with an authoritarian populace, predatory municipalities trying to raise money to keep their towns going after crippling tax cuts, and on and on. But cops don't exactly normally tase 87-year-old women of any color, and even POC, a third of the population, aren't really afraid to leave their homes.

Al-Bisharas daughter and granddaughter arrive shortly after the Taser was used, the bodycam footage shows, but emergency medical personnel were not called and none of the officers told family members Al-Bishara had been Tased, the family members said.
Al-Bishara has lived in the area for 22 years and along with her husband became a naturalized citizen in 2001. A neighbor said she was shocked to learn what had happened.
This woman dont bother nobody or nothing, said Elizabeth Usrey, who lives on Seventh Avenue. They keep their stuff clean and dont bother anyone. I dont really know what happened, but the woman wouldnt hurt a fly. Using a Taser on someone that age is ridiculous.
Al-Bishara and her husband enjoy walking around the neighborhood, Usrey said, and when they harvest vegetables in their garden on their property they share them with neighbors.

(621 posts)She wore that Muslim hat looking thing all the time, even though she was Catholic. She called it a babushka, and mostly wore it when her hair was wet or not done. She dug dandelions, too. Depending on the season, for flowers to make tea or put in salads, in early spring for greens, cooked or in salads, when they went to seed in her own yard to prevent them from taking over. Evidently, the roots can also be used to make a type of coffee when you are desperate.
Im thinking if someone had offered her a proper spade and rake, she would have happily handed over the knife. The thought of an old woman being tazed for a gardening snafu makes me want to be sick.

(6,324 posts)I was lucky enough to work in a small rural county, there were two dispatchers that answered 911 and dispatched police, fire and EMS. It was a workload but they worked hard and because it was one person who took the call and dispatched us they could feed us all the relevant info.
Go to larger places and you will have one group of people who only answer 911 calls and they put the info in a computer that pops up on the screen of the dispatchers for police, fire or EMS. So a lot can get lost in the process. Its far easier to get info over when the same person hears the caller and tells the dispatcher than when on person heats the caller, has to type it on a screen, someone else reads it and then they relay it.

(10,303 posts)Cos there's this thing called community policing. The police officer responding to the emergency call would have likely patrolled that area for a while and know a few people around the area.
It would also be likely that people would know of that lady first and wouldn't have called a police emergency in the first place. I'm guilty of this but we really need to get to know our neighbours.
Mariana
(14,857 posts)She lived there for 22 years, and the neighbours apparently did know her. It makes sense, if she was in the habit of foraging in the neighbourhood - that's the kind of activity that's unusual enough that people notice. For that reason, it's a little hard to believe none of these cops knew anything about her in a town this size. Even if they really didn't, they could easily have left one officer to watch her and go knock on a few doors. But they couldn't be bothered with all that.

Moral Compass
(1,521 posts)There is something wrong with a lot of the people that are police.
That this happened defies logic and belief. It is in the truest sense of the word, incredible.
An old woman is cutting dandelions with a knife. The first moment of incredulity is that someone thought that the appropriate response was to call the police. Dandelions are a weed. If someone wanted to weed my yard with a knife I wouldnt call the police.
Then when the police show up they find an 87 year old woman who cannot speak English and they decided that since she wont leave to Taze her and arrest her. 2nd moment of incredulity.
And, for the final stunner. The senior leadership of this police department defend what happened and tell the world that the responding cops were restrained and used the least amount of force.
AYFKM?
WTF?
Guess this poor old woman is lucky they didnt open fire.

Regarding your question about why he didn't use pantomime, from the Daily Citizen-News article:
He said the goal was to not have to use deadly force. At one point, he took his pocket knife out and threw it on the ground, indicating what he wanted the woman to do with her knife.
...
Still doesn't explain why three, presumably physically fit, police officers couldn't handle an 87 year old woman without resorting to a stun gun.
Lee-Lee
(6,324 posts)I wish more people would experience the kind of use of force training needed to understand just how dangerous it is to get close to someone with a knife.
I wouldnt have handled this like they did. But the expectation they should just walk up and trap her or the knife is very unrealistic also. Thats a very, very fast way to get cut when you dont know the mentality or intent of the person.

(6,324 posts)Look, Im not saying that what these guys did was justified. It was way over the top.
But it very unrealistic to act like they should have just walked up and grabbed the knife also. Even a weak person with a knife can do great harm very fast.
The right answer is somewhere between the unrealistic claims some here are making that they should have just walked up and taken the knife and what they did do.

(7,633 posts)Police in the UK deal with people brandishing knives all the time. I would not hesitate trying to disarm a 87 yr old who has a knife. If, as a police officer you cant move fast enough to dodge a knife from a 87 yr old you should get better training.
sl8
(13,779 posts)My thinking was rather the opposite, they should have kept their distance and keep trying to communicate.
Look, analyzing these things based on a newspaper article is a losing proposition. If they decide to release the video, we'll have more to go on.
That said, and based on the limited information we have, it doesn't sound good for the cops. They were in a vacant lot, so presumably had plenty of room to maneuver and no bystanders in immediate danger. Also presumably, there was no need to rush. There were three of them, presumably all much faster and more agile than the woman. There was no mention of aggressive behavior on the woman''s part, but if, just if, her old woman brain did suddenly switch from dandelion cutting mode to cop slicing mode, as old folks brains are wont to do, I think its pretty likely that they could manage to keep away from her long enough for one of them to then tase her.
Also, call me cynical, but having that small police department perform its own investigation of an excessive force scenario involving their own chief does not fill me with confidence.

(14,857 posts)We can't have the police officer getting a boo boo.
Anyway, they didn't have to get the knife away from her in the first place, they didn't need to get near her at all. No one was in danger when they arrived. They could have had one officer watch her while the other knocked on a few doors or made a few calls to find out who she is. It really shouldn't be hard to figure out, she's a long-time resident of the neighbourhood who forages for dandelions. It's actually rather shocking that none of the police in this little bitty town knew anything about her.
Lee-Lee
(6,324 posts)And yes, you can get injured very badly, and even killed, by an 87 year old with a knife trying to take it from them.
It can take one small move to go from like just walk up and take this knife away to getting cut on the wrist/arm so bad you lose a ton of blood and you have such bad damage that the use of your hand it limited for the rest of your life, ending your career and greatly limiting your ability to do lots of other jobs. I know someone who had exactly that happen. It was a routine call, nobody knew the guy had a knife hidden up his sleeve. That was the last day he worked law enforcement, it tools years of surgeries and therapy to get him back to where he could do a lot of simple tasks.

Once upon a time in the US cops in villages and cities walked a beat, rode it on horseback or biker it. They got to know most of the people who lived in their areas. They made it their business to do so. Maybe we need to go back to doing that again.
