The context doesn't matter and the kind of persons perpetrating it don't somehow change the fact.
I see the thin blue line bumper stickers every once in awhile, and they always give me the chills. I steer clear of those kinds of people.

I see that flag as "police should have complete autonomy to put down brown people." And, "I'm so completely insulated by my own priveledge that I have no idea what the political statement I'm making actually fucking means." Not really much space between the two. The results are the same.
