HIV-positive shelter worker sexually abused 8 immigrant boys, authorities say

CBS/AP August 3, 2018, 4:53 AM

PHOENIX -- Federal authorities allege that a former youth care worker at a Phoenix-area facility for immigrant youths sexually abused eight teenage boys, one of several cases brought to light in recent weeks as thousands of immigrant children remain detained around the country. Court documents show Levian Pacheco faces several charges stemming from incidents that allegedly took place between August 2016 and July 2017 at a Southwest Key facility in Mesa.

The case was first reported by ProPublica. Authorities charge that Pacheco performed sex acts on two boys and touched six others, all between ages 15 to 17 at the time.

"One of the boys decided to speak up about what had happened to him, and then it was kind of a snowfall where another boy — the roommate — spoke up that it also happened to him," Michael Grabell, one of the ProPublica reporters who uncovered the details of abuse at the Southwest Key shelter, told CBS News.

Court documents also state that Pacheco is HIV-positive and that some of the teens opted to be tested for the virus.

The revelations Thursday came one day after police said another worker at a different Southwest Key facility, Fernando Magaz Negrete, is suspected of molesting a 14-year-old immigrant girl.

I don't even want to know.

If this were in a movie people would say it's not realistic.

that being said through the molester in jail and throw away the key.

His HIV status has little to do with the above, except for feeding into fear and bigotry. The more important question would be is he undetectable.

At long last, the Centers for Disease Control and Prevention (CDC) has updated its estimates for key measures of the United States’ control of the HIV epidemic. An important new surveillance report issued by the federal agency estimates that out of the 1.1 million people living with the virus in 2014, 85 percent were diagnosed, 62 percent had been linked to medical care, 48 percent were retained in regular medical care and 49 percent had a fully suppressed viral load, also known as being undetectable.

The Centers for Disease Control and Prevention (CDC) have announced that they concur with scientific evidence asserting that when an individual has an undetectable HIV viral count, there’s effectively no risk of them transmitting HIV to a sexual partner.

The CDC is following the lead of more than 400 international groups that signed a consensus statement in 2016 recognizing that “undetectable = untransmittable” (U=U).

... known poz status of offender or not.

However, I watched my Dad die of it, and the medicines only work so long -- eventually a person's virus outsmarts the tech. It's a scary fucking virus and people, in my opinion, have gotten too damn complacent. Both in getting new antiretrovirals and research into other methods of controlling it vs our current cocktail of options, and their precautions in sexual behavior, as evidenced by the skyrocketing syphilis epidemic in my city.

Because once the drugs stop working, it's just as ugly of a death as anything pre-HAART.

My dad lived with HIV for 17 years and I definitely don't support ostracism of HIV+ people. But if a person is sexually assaulted and their offender is known to be positive for the virus, they absolutely should be informed of potential exposure -- even if it appeared from another thread he did seem to choose criminal acts that didn't involve him depositing sperm.

Ideally, however, there'd be universal paid-for testing done for all victims of sexual assault -- because a person can be unaware of their status.
