Penguin decided to run for mayor. Batman tells Robin "I don't think there's any danger of Penguin being elected, Robin...the people of Gotham City aren't as simple-minded as he might think."
The mayor and Commissioner Gordon encourage Batman to run against him because Penguin will smear any of his opponents.
It's like it's November 2016 all over again.

(23,559 posts)Back in the '60s it was used against Mayor Daley of Chicago who was a democrat and very racist and right wing on pretty much all social issues. Liberals often ran as republicans back then because we had such a corrupt party and it controlled everything in Chicago. There are still some vestiges of all of that under Mayor Rahm. But, it's not as bad.
