Why would Trump not fire Dan Coats??

Most likely for the same reason he will not fire Jeff Sessions. He doesn't know how it will be taken by his base.

Unfortunately, most of his supporters in Congress and in his Administration are fearful of him and what he might tweet. There was no doubt but that he was extremely pissed off with Dan Coats. But so far, Coats is still in his job. Coats was not aware that he found a weak spot in Trump's armor. Trump is mostly all blow and no show - all hat and no cattle. Others need to start standing up to his threats and tirades. Especially the Republican Congress.

and so will have many friends there. Firing Coats to sooth Trump's ego would cause his White House a lot of bad will, so I expect the underlings are trying to keep their jobs easier by distracting Trump from the idea. Firing Sessions would bring all kinds of obstruction problems, so the underlings won't want that to happen unless they think they've got a plan to contain it all.

I'm sure the base would turn against Coats on command. It'd take a bit more propaganda from Breitbart and Russian trolls to get them to abandon Sessions, but I think they could manage it if they saw the advantage.

.... the Senate and House of Reps... having been a member of the club.... if trDump trashes or dumps Coats he might create serious backlash from powerful people on Capitol Hill. trDump can only launch so many poison darts at the Intel community and get away with it. If he pushes too far the entire Intel community will come gunning for and totally destroy trDump. If they have not reached the point yet.

tRump wants to fire both Sessions and Coats, probably wants to fire Coats more than Sessions at this point in time.

But a lot of other people would care, especially if Rosenstein was fired (or impeached). I'm still not convinced Coats won't get fired, but Trump may want to put some distance between recent events and the firing, so as to make it seem like Coats being fired had nothing to do with how Coats responded to the Trump-Putin affair. I just hope Coats makes Trump fire him, as opposed to resigning.

Sessions, on the other hand, is someone who I'm sure Trump's base loves. Remember, Sessions is someone who likes the KKK minus the pot smoking. Firing him would not go over well with the deplorables, though I'm sure they would quickly come around and go along with Trump's justification for it.
