Washington (CNN)In recent weeks, the government has stumbled trying to explain its plan for reunifying families in the wake of its much-criticized family separations policy at the border.
But newly reviewed court filings show that the byzantine system that has resulted in thousands of children separated for weeks and months from parents elsewhere in government custody was not an accident. It was always the design.
In fact, one of the women in an ongoing lawsuit over family separations was apparently one of the first separations that took place during a quiet pilot of the policy last year. The pilot program has been previously reported, but took on new attention on the heels of an NBC report about it Friday.
A government attorney admitted in court just days before the border-wide initiative was unveiled in early May that there was never a plan for parents like her to be proactively reunited with their kids.

US officials commited crime and all individuals involved must be prosecuted. If your boss tells you to commit a crime, you should not do it and if you do - you will face personal criminal charges.

They have been planning this for over a year. Yet, from what weve seen, there appears to be no real plan to reunite children and their parents. Chaos is the goal. So what is the purpose behind creating chaos? Other than that is plays right into Putin's agenda. What else are they up to?

Portillo, 26, was separated from Meybelin in McAllen, Texas, on 27 May over three weeks after the attorney general, Jeff Sessions, announced the Trump administrations zero-tolerance policy, mandating children of undocumented migrants would be removed from their parents. Since then, 2,575 have been separated from their parents.
He has spoken to her three times since he was deported to El Salvador on Thursday, but he has no answers to her questions.

On Saturday, he finally got an answer, when an American lawyer, Jonathan Ryan, called to tell him that Maybelin was being held in a shelter in Phoenix, Arizona, run by the Texas-based non-profit Southwest Key Programs.
Ryan is the executive director of Raices, an organisation providing legal services to immigrants along the Texas border, and he told Portillo they had taken up Maybelins case.
According to Ryan, US officials have become more willing to refuse migrants their right to apply for asylum. The Trump administration has devolved much of the authority in these individual cases to officers who are handling them. Its all totally uncoordinated people on the ground are making it up as they go along, he said.
