Boy Scout files reveal continued abuse

Is it fair to ask why is it that two of the largest organizations (Catholic Church, Boy Scouts of America) which are officially anti-gay have had serious child sex abuse scandals? Maybe the focus is on people who are no threat and the real culprits are escaping scrutiny?
