4. Repubs and the mainstream make excuses for him but...

it was inexcusable. They totally dropped the ball here. So much so that it becomes an argument against LIHOP historically. I mean they were so unfocused that they just didn't get that this could be a threat. They were totally out of it and obviously unprepared to deal with the demands of the office of the presidency.

One could argue that the Bush administration was still getting up to speed and this is probably partially true but they had a constitutional responsibility to deal with this when the warning was very clearly given.

The US Government ignored warnings through official diplomatic/intelligence channels of imminent attack on US soil involving aircraft or airports and did absolutely nothing to tighten security.
These countries included Israel, Russia, Germany, Egypt and Jordan.
Putin issued a personal warning, when previous intelligence warnings were ignored.
