8. No. That means an investigator doesn't draw conclusions until all the evidence is in.

It likely hasn't even been considered whether the IG report vindicates him. They're still collecting evidence, then will complete analyzing it all (and esp how some evidence confirms or contradicts other)....and THEN you reach a conclusion whether to send to grand jury or not.
