Here's the specific quote:

“no agency fee should be deducted from paychecks issued on that date and thereafter unless the employee has given his or her consent.”

So the state can still deduct union dues, it just requires getting consent. Yes some will opt out, but it's not a ban on the state deducting out union dues entirely.
