Let's talk about lack of a quorum...

As I understand it, if the Dems refuse to participate in roll call votes, this happens.

Can the repubs get around that? Can McConnell change those rules?

St first blush you might think that with McCain absent there would only be 50 present if every Democrat stays away. Unfortunately that won’t work because someone has to note the absence of a quorum and that means one Democrat would have to show up and then there’d be a quorum
