And make sure they would not be easily found...

That is my guess on the answer....because there is no other explanation.

He's evil through and through and so is the evil elf and she-Nazi. It's costing them a lot of money to do this so there's a big reason and it's damn sure a really bad one.

I wonder if they they were anticipating vigilantes raiding the centers and setting the kids loose. It's kind of far fetched, but that is something they would have done. So anticipating the worst based on what they would do?

...that your question hasn't been answered yet.

I'd like to know who, specifically, is directing the transport and destination of these children.

they sent the kids to where the beds were available. they were not at all prepared for this so had to located all avilable beds around the country while more facilities are being build near the border. Children are processed by HHS dept and adults by DHS, two different dept without common database or exchance mechanisms. It should be noted that trumps incompetence and negligence may be our case only saving grace in this mess.

And these children are hostages?

I think men and women were too busy thinking about profits from this racist 'venture'.

I don’t believe it has anything to do with “protecting their right to privacy”.

Haven’t heard the trump ad inistration, when asked what their plan to reunite families is. Wouldn’t a logical process be along the lines of “each child and parent was photographed when initially detained”...

There could be a variety of reasons, but it seems like it was well planned. The airlines who flew them etc should have refused to do so right away. This is kidnapping at the least and I hope they will all be prosecuted for this from the top down. Apart from the hack on the election this is for me the most frightening turn of events from this fake administration.
