tickets and tee-shirts on the sidewalk also, which is across from a ball park. The lady in question didn't harass the white guys and only went after the black child to question whether she had a permit.

There is nothing in the video clip or subsequent interview with this woman that suggests a racial component to her actions (for instance using a racial slur, bigoted language, etc.). Her behavior is ridiculous, but there appears to be nothing suggesting that she did what she did because the child is black as the OP claims. What evidence do you see of that being the case? It also does not appear that the police actually came or that she indeed even really called them (she claims she didn't).

Edit to add: The mother of the child in question says that the police did not show up.
