Should Mueller turn over his report to Rosenstein before the election?

And should it be made public?

Would it have an impact on the election?

If there is very incriminating evidence and the report is not made public, how would that be received?

Shouldn't the people have a right to know, before they go to vote, whether or not there is enough evidence to indict and convict?

Do you think Mueller is wrestling with this decision?

Sept 1 would be the cut-off date in order to avoid the appearance that he is influencing the election.

Considering the Comey situation with Hillary, and Trump's battering of the FBI's reputation, I think it is very important for Mueller to avoid the appearance of influencing the mid-terms.

Because unless he is able to find something so incriminating that Trump is removed in handcuffs, then the battle will be won via impeachment. In order to get to that end, his report needs to contain just enough to get congress to call for Trump's impeachment. In order to get them to act, there can be no appearance of impropriety on Mueller's part, because the repugs will use that appearance to sway public perception, and therefore ultimately, congress.

the behavior of Trump? I know you don't want to rush the process, but it seems like a whole bunch of indictments could be unsealed prior to the election.

for people to digest the facts before the election.
In the mean time, we the people need more indictments to keep the momentum going.

It is an unwritten policy of the FBI that they don't interfere in elections which Comey followed as far as tRump went, but not as far as Hillary.
