who asked Sen. Chris Van Holland (who was on as a guest) about whether they could "open a base" for the purpose noted in the OP. I think Van Holland basically punted on the question (probably because there are logistics issues) and I would think that Congress might need to authorize something like that (unless there is some nebulous line item in one of the convoluted DOD 2018 appropriations sections).
