From what I've read, these people's primitive fear centers are more active. They are more prone to letting their amygdala run their lives than their prefrontal cortex. The former is the place for fight or flight and the latter the place for reasoning.

If you've ever dealt with any of these people this seems very accurate. Not only do they react with the fear center first, but once it is activated they lose all reason. You cannot have an intelligent debate or conversation with them because their fear centers won't let them listen to reason, evaluate it and then understand.

On Edit: When we were hunter/gatherers this was a feature. Now that we are allegedly civilized it's a bug.
