...there are plenty of advocacy group that can ATTEMPT to ascertain what condition the kids are in. The ARC only steps in when there's a known public recovery need from a natural disaster.

Natural disasters, fires, etc., us. This sort of thing falls into another sandbox.

They don't respond to a national disaster unless the president requests it. I have written to the International Committee of the Red Cross in Geneva.
