We have such a fence in our back yard, to keep the doggies from running around the neighborhood. They don't live there, though. We let them in the house whenever they want to be with their human family, which is almost all the time, actually.

Chain link cages and fences are not for children whose families are separated from them. They are not suitable for living quarters, either. Armed, uniformed guards are not their parent, in any case.

Dems must speak loudly, rdpeatedly, and in sentences that would fit on a bumper sticker. That is the only way most Americans will hear them. It's exactly how the GOP does it.
