It's called KIDNAPPING AND RANSOM FOR THE WALL.
That's the only thing it can be called.
He thought he would get his wall paid for when he screwed with the DACA kids. That didn't work so he upped the ante and kidnapped kids of all ages to get his wall paid for.
These kids did nothing wrong and neither did the DACA kids. These things, trump, sessions, miller, Kelly are pure evil using the most vulnerable people to accomplish their aims.
