We're talking about a man who praised Duterte for his "drug crackdown" (murder suspected drug dealers and users) and who has said on numerous occasion that he wants to torture people and murder their families.

And he is so confidant no one will do anything about it, he doesn't bother will the feel-good lies Bush told (calling torture by another name). By calling torture "enhanced interrogation", people - some piss poor excuses for humans - could play at pretending the U.S. government wasn't committing war crimes.
