I've dealt with many fuckers over the years, who have tried this.
I used to coddle them and go over to engage them. Then, I spoke to a couple of folks who were psychologists at parties, and they say that doing that is the worst thing, as it places the person in a position of power. If someone enters a room and engages people and then they permanently sit, they are trying to establish a position, forcing people to come to them to start or continue a dialog. Normal people will continue to mingle in a room, while those who sit and expect others to come to them are trying to exert power and control.
While some people might be shy, you can generally tell who the power-types are by their interactions with other people. Power people will enter late, take up all the oxygen, or as much as they can, and then park themselves for others to approach them.
Make note of this at you next gathering.
